Step inside, look for the main power switch—it is marked with bright yellow electrical tape—and flip it. This sends power directly to the Cultural Archives mainframe, setting up your final step.

The final stretch takes you all the way to the far east side of Stella Montis, where the Cultural Archives are located.
When you get to the archives, move past the main areas and head into the service backrooms located toward the middle and back section of the building structure. The last thing you want is a rogue drone or a Shredder ambushing you while you are locked in a menu animation. Once the coast is clear, find the mainframe terminal at the very back of the room, interact with it to bring it online, and the quest will immediately mark itself as complete.
